Strategic Planning in Mitchell Shire

There is a Strategic Planning Scheme for every municipality in Victoria.

A planning scheme sets out the policies and requirements for the use, development and protection of land.

The key responsibility of Council's Strategic Planning Department is the ongoing monitoring and updating of the Mitchell Planning Scheme to create a sustainable mix of land use, development and design guidelines that will enhance Mitchell Shire's future environment.

Mitchell Shire is an identified metropolitan growth area; as such a significant amount of land within the Mitchell Shire exists within the Urban Growth Boundary.

Council works with the State Government in planning and coordinating these new growth areas to facilitate planning for new residential areas and activity centres as well as ensuring land is available to create employment opportunities within the shire.

The identified population increase within Mitchell Shire impacts on the attractiveness for development within our northern settlements, being Seymour, Broadford and Kilmore as well as smaller rural lifestyle areas.

Strategic Planning needs to anticipate this change and the associated impacts, with the aim of providing an appropriately timed planning policy.

Planning Scheme amendments can include: the rezoning of land, the implementation of structure and Growth Management Plans, and changes to the Local Planning Policy Framework while also implementing the Victoria Planning Provisions.

The Strategic Planning Department seeks to provide a decision making framework that reflects the aspirations of the Council and community, while meeting the State Planning Policy objectives.

 The Council Plan required the Strategic Planning Department to continue to promote sustainable land use, planning practices and decision making through:

  • Integrated strategic planning services and practices pursuant to all planning legislation, policies, practices and controls.
  • Managing the future strategic directions of the municipality
  • Engaging the community in strategic planning processes and policies
  • Leading by example through proper and orderly planning of Mitchell Shire.


The Mitchell Shire Planning Scheme

The Mitchell Planning Scheme:

  • is the key document which guides decision making when considering proposals for land use change and development
  • is accessed through Planning Schemes Online (PSO) through the Department of Planning and Community Development.
  • consists of ordinance (text) and maps which describe the land use zones and overlays.


Planning Scheme Amendments

Planning Scheme Amendments Online provides up to date information on the status of amendments to all planning schemes in Victoria and the Victoria Planning Provisions (VPP). It allows you to view amendment documentation at the exhibition and approval stages of the amendment process.

Mitchell Shire Population and Household Forecasts

Metropolitan Planning Authority

The Metropolitan Planning Authority is an independent statutory body which reports to the Minister for Planning. The Metropolitan Planning Authority has a broad, facilitative role to help create greater certainty, faster decisions and better coordination for all parties involved in planning and development of Melbourne's growth areas. The Metropolitan Planning Authority works in partnership with Councils, developers and the State Government to achieve master planned development outcomes within the growth areas of Melbourne.

Victorian Government Land Services - Land Channel

The Land Channel is a State Government web site providing access to land, resource and property information and services for the State of Victoria. Land Channel can be utilised to gain a variety of information on specific properties, including certificates of title and relevant title plan, planning reports, information on covenants and Section 173 Agreements and topographic maps.

Department of Transport, Planning and Local Infrastructure - Planning

The Department of Transport, Planning and Local Infrastructure is the section of the State Government that is responsible for (amongst other things) State Planning Policy initiatives, the ongoing review of the Victoria Planning Provisions and the approval of amendments to the Mitchell Planning Scheme.
