Permits, forms and applications for use of land in Mitchell

Bushfire Management Overlay

The Victorian Government has recently reviewed the mapping for the Bushfire Management Overlay (BMO). The overlay now applies to more properties in Mitchell Shire.

While existing homes and approved developments are not required to make changes, in future, properties within the overlay may require a planning permit for subdivisions, to build a new house or significantly extend an existing house.

The new mapping criteria was developed in partnership with the CFA and CSIRO as part of the Victorian Government’s commitment to implement all recommendations of the 2009 Victorian Bushfires Royal Commission.

You can find out more and check if your property is affected by the BMO using the Government’s Planning Maps Online tool at

We've also included some information and links below including a fact sheet from the Victorian Government.

What is the Bushfire Management Overlay?

Where a piece of land is identified as subject to high fire risk, additional planning permission may be required to ensure bushfire protection measures are in place. This includes building to current bushfire construction standards, locating buildings away from the bushfire hazard, managing vegetation and fuel loads, installing a water tank, providing fire truck access and, in some cases, referring the permit application to fire authorities.

What's changed?

The Victorian Government has recently updated the BMO for all municipalities including Mitchell Shire.

Am I affected?

The Victorian Government has recently written to property owners who are affected by the BMO.

To find out if your property is covered by the BMO, please visit the State Government Planning Maps Online tool. Enter your property number and the details will be in the free general property report.
