Council is responsible for the issuing of Permits for a range of activities within the Shire.
The following permits are available from Council's Local Laws Department:

A-Frame Signboards

A permit is required to display an advertising signboard on Council property, which includes footpaths and road reserves.

Conditions apply as to the location that advertising signboards can be placed.

Advertising signboard permits expire on 30th of June each year and need to be renewed on an annual basis.
Asset Protection

Asset protection permits are required under the local law on all building sites where the development is valued at or above $20,000.00 if the property is smaller than 2 hectares.

The asset protection permit allows you to bring goods and materials into the property by crossing council assets.

Asset protection permits have strict conditions and must be obtained prior to the commencement of building works.

Infringements can be issued for failing to obtain an asset protection permit or for not abiding to the conditions set in the permit and the Mitchell Shire Council Building and Works Code of Practice.
Burning Off

As of the 1st of October each year the Mitchell Shire Community Safety and the Environment Local Law in relation to Burning Off in the Open Air comes into force. Burning within a township, and all land under the Planning Scheme not zoned "Farming", requires a permit to burn any windrow, tree or stump over the size of 2 cubic metres.

Permits require a 7 day turn around period as sites must be inspected. There is a $50 charge for a permit to burn. Burning off of less than two cubic metres can only occur on Wednesdays and Saturdays between 10am-3pm.

All land zoned as "Farming" requires a permit to burn any windrow, tree or stump over 2 cubic metres. Burning off of less than two cubic metres can occur any time on land zoned as "Farming".

Permits require a 7 day turn around period as sites must be inspected. There is no charge for a permit to burn.

These restrictions remain in force until the notification of CFA Restrictions. Once CFA Restrictions are known Council will only issue Permits to those applicants who have the approval from their Local CFA.

Please Note: We DO NOT issue Fire Permits during the CFA Fire Restriction Period.
Busking
- A permit is required for busking inside the Mitchell Shire
- There is no fee for a busking permit however, a busking permit is only granted after permission has been obtained from adjacent business proprietors
- Busking permits contain strict conditions
- When completing the busking permit application form you must provide accurate dates, times, location and type of busking to be performed
Disabled Parking permit
A state-wide disabled Person's Parking Scheme operates in Victoria. The scheme provides for two permit categories based on the applicant's needs and abilities:
Category 1
- Permit holders with significant disabilities who meet the eligibility criteria are entitled to park a vehicle in bays reserved for people with a disability for the specified time only or in any ordinary bay for twice the specified time
Category 2
- Permit holders requiring rest breaks when walking may park a vehicle in any ordinary bay only but for twice the specified time
- The first part of the application form must be completed by you or your agent
- The rest of the application form should be completed by your Medical Practitioner
- The completed form must be returned to council. You are responsible for any fees incurred in the completion of the form
- An organisation providing a transport service to the disabled is required to complete a separate application form

Displaying Goods
- A permit is required to display goods on Council property, which includes footpaths and road reserves
- Conditions apply as to the location that the goods can be placed
- Displaying Goods permits expire on 30th of June each year and need to be renewed on an annual basis
Extra Animal Permits
- An extra animal permit is required in some circumstances. Please refer to the attached table to determine whether you require an extra animal permit
Once an application for an extra animal permit has been received council officers will arrange an inspection of your property.
- Letters will be sent to your neighbours asking if they have any objections to you keeping the extra animals
- A determination will be made by a Council officer and if a permit is issued conditions will apply
- The permit is an annual permit that expires on 9 April each year
Firewood collection permit
- A Council Permit is required to collect wood from Council roads
- Only certain roads within the Shire are permitted to have firewood collected from them
- In addition to the Council Permit, a permit must also be obtained from the Department of Sustainability and Environment (DSE)
Permits for collection of firewood in state forests should be obtained directly from DSE:

Livestock Crossing
- A permit is required to cross livestock on Mitchell Shire Council roads.
- There are strict permit conditions involved for the moving of stock
- The permit is an annual permit
Recreational Vehicles
- A permit is required to use recreational vehicles within the township area
- A permit is also required on private land outside the township if the vehicle is being ridden within 200 metres of a residential dwelling
- Once an application for a recreational vehicle permit has been received council officers will arrange an inspection of your property
- Letters will be sent to your neighbours asking if they have any objections to the use of the recreational vehicle
- A determination will be made by a Council officer and if a permit is issued conditions will apply
- The permit is an annual permit
Road Closure
- A permit is required to close any road within the Mitchell Shire
- A traffic management plan will be required before a permit is issued
- All traffic management will be the responsibility of the applicant
- A permit can only be granted for Mitchell Shire roads not roads managed by VicRoads
- Road Closure permits should be submitted at least 6 weeks before the proposed closure
- Advertising of the road closure may be required
- The application fee for road closure is $103.00
Roadside Livestock Grazing
- A permit is required to graze animals on any council land including road reserves
- If a permit is issued strict conditions apply

Roadside Trading
- A permit is required for roadside trading within the Mitchell Shire. Coffee vans, ice cream vans, roadside fruit and vegetable sales are all classed as roadside trading.
- Roadside trading permits can only be issued for Mitchell Shire Roads.
- A traffic management plan may be required before a permit is issued.
- Roadside trading permits cost $284.00 per annum.
- When completing the application form for roadside trading you must provide accurate details of the locations and times that trading will operate.
- Roadside trading permits contain conditions and do not allow the operator to trade within 200 metres of a similar fixed business.
Shipping Containers - temporary
- A permit is required to house a shipping container on any land within the Mitchell Shire.
- A local laws permit to house a shipping container can only be issued on a temporary basis.
- For the permanent housing of a shipping container a Planning Permit will be required.
Tables & Chairs
- A permit is required to place tables and chairs on Council property, which includes footpaths and road reserves.
- Conditions apply as to the location that the tables and chairs can be placed and to the quantity of tables and chairs.
- Table and chairs permits expire on 30th of June each year and need to be renewed on an annual basis.
