Mitchell’s heritage

Mitchell Shire is blessed with many places of heritage significance to local, Victorian and national communities.

From the house of the (Ned) Kelly Family in Beveridge to the Australian Light Horse Memorial Park in Seymour. From Mt. William’s Aboriginal greenstone axe quarries to Reedy Creek’s pioneer homestead, to the grand historic buildings of Kilmore, Victoria’s oldest inland town.
 
Council's Heritage Adviser

Council works together with Heritage Victoria to provide access to a professional heritage adviser for members of the community. Council's Heritage Adviser can provide advice to owner/occupiers on how to best deal with the preservation, conservation or restoration of their properties.

Please contact Council's Planning Department on 5734 6200 if you want to make an appointment or find out more about this advisory service. This service is free for normal and reasonable use.
 
Mitchell Heritage Study

Throughout 2004-2007, Council undertook a Heritage Study for post colonial settlement within the Shire.

The database generated by this study identified over 1,350 places of interest of which approximately 650 were deemed to warrant inclusion within a new Heritage Overlay in the Mitchell Planning Scheme, either as individual places or as precincts.

This work has led to Council adopting the Heritage Study in November 2007. Council is currently (July 2008) seeking to have the Minister for Planning authorise the preparation of the amendment for the Heritage Overlay.

When the Minister for Planning authorises the preparation of the Planning Scheme Amendment to expand the Heritage Overlay in the Mitchell Planning Scheme, the amendment will be exhibited to allow for public comment prior to being considered by the Council.

Public notices will be placed in newspapers, on this web site and individual, affected landholders will be notified by mail.

If adopted and incorporated into the planning scheme, the new overlay will control development of those places identified.
 
Mitchell Shire Heritage Advisory Committee

Mitchell Shire Council has realised the importance of managing and understanding its heritage and, in April 2008, formed the Mitchell Shire Heritage Advisory Committee.

This committee includes members of Mitchell’s active historical societies, interested members of the public, a nominated councillor and is supported by Council officers.

Heritage hierarchy

The National Heritage Register lists the most important sites in Australia. Places of State heritage significance are listed on the Victorian Heritage Register and require a Heritage Victoria permit for alterations.

Places of Local heritage significance are listed in Mitchell Shire’s Planning Scheme and require a Council planning permit for alterations Council’s Heritage Overlay lists 221 individual places and 9 heritage precinct areas.

 
Australia ICOMOS Burra Charter

The management of heritage places is governed by the principles established by the Burra Charter. This charter states agreed definitions used in heritage evaluations and agreed principles for the preservation and conservation of heritage places.

Is my property in the Heritage Overlay?

You can check whether your property is listed in the current Heritage Overlay of the Mitchell Planning Scheme by following the link below:

Do I need a planning permit to undertake work on my heritage listed property?

Determining whether your proposed work requires a permit requires an evaluation of the proposal against the provisions of the Mitchell Planning Scheme.

Some properties require a planning permit even to pain an external area of a building. Some properties require permits to remove or alter vegetation on site.

You should always assume that a permit is required even for minor works and Council's Planning Department should be contacted on 5734 6200 to discuss your proposal. Penalties apply if you undertake work without a valid permit.
